Sorry but that would be a no. Talking paper here. No matter what printer you use plain paper simply will NOT, in any way shape or form, print a photo better than on photo paper.
Sorry it just won't. Plain paper just is not meant for that, that is why different paper exists. Plain paper soaks up the ink making photos look dull in comparison. You cannot simply bypass that somehow with a different printer unless it somehow coats the paper as it goes or something. I never heard of a printer doing that. Would costs more than just using glossy paper in the first place.
In general in my experiences laser printers, unless it was extremely high end, expensive and one I am not familiar with, they by and large are not worth it for photos. I am talking something you would call a "photo" not just pictures printed. Don't get me wrong, color lasers do a decent job at photos for everyday flyers and such, we do it all the time at work. They are just not "photo quality. " They can look better printing on glossy paper though.
Toner costs a LOT for color laserjets. Even that large Ink jet we have the ink is expensive.
Professionals use Ink jets for most high end work or special printers that are commercial grade laser/ink jet/other so those don't count in this conversation. i

Lets face it they all make the most on the consumables so the printers are not usually too much. Again unless it is high end. No matter what price range the consumables costs a lot unless you get around it.
